“Galushchenko is trying to resign quietly, specialists do not recall such a crisis of non-payment” – the expert

A crisis is brewing in Ukraine's energy sector, which is entirely man-made and created within the country.

Based on the critical state of affairs in the energy industry on the eve of winter, which was created by its own hands, Ukraine has three ways out of the situation, one of which is to reboot the management of the industry. Energy expert Mykola Teslia stated this possible development.

At the same time, as the expert hints, the Minister of Energy Herman Galushchenko himself has a desire to resign, who practically does not solve anything in the critical situation that has developed in the field under his authority.

The causes of the problems, the expert notes, come from the President's Office, where the “real leaders of the industry” sit, and create a collapse that is inexorably approaching.

“Specialists do not remember such a non-payment crisis for many years, because of it the generation can neither buy fuel nor carry out repairs. Both producers and traders are without money. The new heads of the industry came from metallurgists and did not have time to find out the basic requirements for work. Minister (Herman Galushchenko, – ed.) only signs documents and tries to quietly resign,” the expert claims.

According to him, even with available fuel reserves, the upcoming heating season may fail due to a banal lack of money and lack of funds to maintain low tariffs for consumers.

“It's going on about the universal “service” advertised and promised by the president two years in a row – low tariffs for citizens. We have everyone – both rich and poor – paying less for electricity than it costs. The recipe for generosity is quite simple. The difference between the real cost of electricity and tariffs are paid by the state-owned Energoatom. But there is one problem — there is no money left in Energoatom,” the expert emphasizes.

The trend is increasing: if in July the debt amounted to UAH 17 billion, today it has reached all of UAH 20 billion. And it will increase, because non-payments on the market are increasing, especially since the Council has protected all those who do not pay for the energy they consume.

“What are the leaders of the industry doing in this situation? They are desperately trying to extract the last available funds from the market. For example, the launch of a new “independent” state trader – JSC “Energy Company of Ukraine”, which should “efficiently” sell electricity to Europe. While its effectiveness is explained “Energoatom owes billions, but at the same time it credits a state trader — it gives electricity with a long delay in payment,” Mykola Teslia emphasizes.

In this situation, Ukraine could count on the help of international partners. But there is one “but”.

A group of comrades under the leadership of Rostislav Shurma (deputy head of the Office of the President of Ukraine, – editor) stubbornly does not give up in their attempts to introduce their own management at the enterprises of the industry. The second way to get out of the situation is to make money on the export of electricityand spend the winter on this resource. “Ukrenergo” and generation already provide such an opportunity, and in a few months they earned billions of hryvnias.

“But the flow of money from exports is melting before our eyes due to a banal lack of capacity. How the resource was exposed and why it happened is another fascinating story, it deserves a separate story,” the expert notes.

The third foolproof method, which Ukraine has resorted to more than once, is to reboot the management of the industry and start from scratch.
