Ukraine continues general mobilization and martial law imposed due to the military invasion of Russia. The Ministry of Economy has developed criteria for determining enterprises critical to the economy, which can reserve employees from military service, writes Forbes.
How the reservation mechanism will work
In November, the Verkhovna Rada adopted a law regulating the reservation procedure for conscripts who are not subject to conscription for military service during mobilization.
The document is a framework, specific criteria and reservation procedure must be approved by the Cabinet of Ministers. The Ministry of Economy noted that the Cabinet of Ministers will consider the draft resolution this month.
The document states that all postponements from mobilization issued by the Ministry of Economy will remain valid until the approval of new rules. It is not specified whether it will be necessary to go through the reservation procedure again after that. Lists of reserved conscript employees must be approved by the Ministry of Economy after approval by the General Staff of the Armed Forces.

Which enterprises can book employees
State authorities, other state bodies and local self-government bodies. The postponement for them cannot exceed the term of martial law.
Civil servants of categories “A” and “B” (heads of state bodies and their deputies, heads of structural subdivisions, territorial bodies), as well as employees of patronage services are subject to reservation regardless of military rank, age and military accounting specialty. Reserved civil servants of category “B” (all other employees) cannot be more than 40% of the staff.
A similar distribution is provided for local self-government bodies.
Enterprises, institutions and organizations with mobilization tasks, in the event that booking is necessary for their implementation. The term is six months with the possibility of extension for a period of up to six months. The heads of such enterprises and their deputies are subject to reservation regardless of military rank, age and military accounting specialty. Reserved conscripts should be no more than 40% of the staff. The limit can be increased with the separate approval of the General Staff.
