Using expensive high-precision missiles against civilian infrastructure instead of military facilities is at least illogical , especially in the situation of Russia, which is under sanctions. An even greater proportion of missiles and drones, notes ISW, were shot down by Ukrainian air defense. “Russian attacks on Ukraine's energy grid are unlikely to break Ukraine's will to fight, but Russia's use of its limited supply of precision weapons in this role may deprive Putin of the ability to interrupt ongoing Ukrainian counteroffensives in the Kherson and Luhansk regions,” the report says.

< p>They noted that Putin allegedly made this strike in response to a “terrorist act” on the Kerch Bridge. Although the Ukrainian side did not take responsibility for blowing up the bridge, the Main Intelligence Directorate of Ukraine (GUR) reported that Putin was planning this attack even before the explosion on the Kerch bridge.
