Built-in software, serial numbers, secondary sanctions and customs of transit countries – this is not a complete list of the fears of Russian logisticians engaged in the transportation of goods to Russia that have come under anti-Russian sanctions. “Logirus” writes about it.

In general, there are four main models of importing imported goods under sanctions into Russia. The first of them is indirect re-export. That is, sale on the road without crossing the customs border of the buyer's country. The second is a false transit. The goods are first imported into Russia, then placed in a customs warehouse, resold and then cleared. The third model is direct re-export. Products are imported into a neighboring country, placed in a customs warehouse for resale, and then delivered to the country of final destination. The fourth and most costly model is import through third countries. It requires the goods to be imported into a third country, processed there, and then exported to the country of final destination.

Currently, all imported supplies are conditionally divided into two categories. The first is when the goods can be delivered to Russia, but the seller does not want to do it. The second option is when the export of goods to Russia is prohibited. The last scenario is the most dangerous, because the cargo is quite easy to track, and then the carrier and the seller can be subject to secondary sanctions.

“The most effective way to “hide the flow of sanctioned goods” is to declare goods under codes other than the TN EZ codes under which they actually pass. However, then there is a risk of encountering problems with the transit regulators of those countries through which the resale is carried out. For example, there may be difficulties with the customs service,” says Igor Burlov, general director of ARNEIS.

The most difficult is the purchase and delivery of goods that have serial numbers or are subject to service.

” If the parts have a serial number that is included in an international database, the entire supply chain is traced. It is even more interesting if the product has built-in software integrated into the Internet. In this case, the object goes online, records its location, and it immediately becomes clear that it has arrived in the sanctioned territory,” says Kyrylo Vlasov, CEO of STS Logistics.

Recall that Zelensky called on the world to introduce new sanctions against the Russian Federation due to the threat of a nuclear disaster, however, most likely, wait they will have until autumn, when the so-called “active political season” in the EU, which is currently on pause, will resume.
