The Security Service of Ukraine established that the order to torture Ukrainians in temporarily occupied Kherson was given by the deputy head of the Rostov-based Rostov region, police colonel Aleksandr Naumenko with the call sign “Alfa”. According to the press service of the SBU, since March he has been in charge of the Russian armed formations that are in the territory of the region captured by the occupiers.

It was Colonel Naumenko who ordered the illegal detention and torture of local residents. He also allowed looting – breaking into the homes of Ukrainian citizens and stealing their property.

“He personally participated in the dispersal of peaceful rallies in Kherson. He gave orders to use stun grenades and tear gas against Ukrainian citizens.
