The State Emergency Service has completed testing of a new notification system about threats to life Cell Broadcast, which were sent to the smartphones of Ukrainians.
“Such a system is world experience in informing the population about threats to their lives. I understand that the testing process, which we started on September 7, caused a number of inconveniences and was littered with memes, but the huge number of technical solutions and issues that needed to be resolved required a certain amount of time for testing,” says Roman Prymus, deputy head of the State Emergency Service.

According to him, during September, Ukraine managed to implement such a system conditionally free of charge, despite the fact that last year this procedure was estimated at several million dollars and almost a year's time. This was achieved thanks to the joint efforts of mobile operators, the Ukrainian Association of Telecommunications Operators “Telas”, manufacturers of mobile phones and smartphones, vendors of mobile communication equipment, global suppliers of software for smartphones, thanks to the support of the Ministry of Internal Affairs, the Ministry of Digital, State Special Communications and other partners .
“In the future, this system will go into experimental operation and will be used to send real signals about threats to Ukrainians. We, in cooperation with mobile phone manufacturers, are working on increasing the coverage of subscribers and expanding the number of devices that can receive notifications,” the State Emergency Service said.

The peculiarity of the Cell Broadcast notification is that it works even when the phone is in “silent mode”. The loud signal with vibration lasts for 15-20 seconds or until the alert is turned off by a person.
Smartphones in the operating room can receive messages from the Cell Broadcast system Android version 11 and higher or iOS version 14.5 or higher. In the future, the list of smartphone models will expand.
