On January 13, the joint-stock company “Dniprovska Teploelektrocentral” (Kamyanske, Dnipropetrovsk region) ordered generators of various types for UAH 65 million from LLC “Xentes” – at a price inflated by 2-4 times. This is reported by “Our Money” with a link to the “Prozorro” system.
Prices for Turkish generators are significantly higher than market prices.
For example, container-type diesel generators of the Aksa firm with a capacity of 52 kW were ordered for UAH 2.26 million per piece.

German Konner & Sohnen diesel generators with a capacity of 7.5 to 8.5 kW were purchased for UAH 752,000 each. Whereas in stores they are full at a price of about 100-200 thousand hryvnias per piece.
Generators from other manufacturers are also much cheaper. The customer purchased Turkish Aksa with a capacity of 320 kW at UAH 4.21 million per piece. While inopen sources there are data on even more powerful generators of 360 kW from other world manufacturers for UAH 2.5-3 million.

More than half of the purchase price, UAH 40 million, went to the Coelmo (Italy) gas generator with heat utilization of 2300 kW, 6 kV. It was not possible to find such proposals in open sources.
Such a generator is an artificial product. It was supposed that the participants would visit the “Dniprovska CHPP” in Kamyansk to see the installation site to assess the dimensions of the generator. One of the participants in the auction is Oleksandr Kopytyuk, a private equity firm. He did not do this inspection, so he was not admitted to the auction.
In the end, the only bidder was “Xentes” LLC. This company with a charter capital of 1,000 hryvnias was registered in February 2022 in the city of Kamianske. The owner is Ksenia Teslytska. Before the invasion, she was also the owner of LLC “Briggs-Plus” from Mariupol and has her ownFOP TeslytskaKsenia Serhiyivna. From 2021, both of these jurors received an order for the supply of medicines for Kamiansky hospitals for UAH 25 million.
Joint-stock company “Dniprovska Teploelektrocentral” belongs to the state, it was planned to be privatized before the invasion, but it did not succeed. Since 2020, the director of the company is Volodymyr Aulov.
In 2019, Volodymyr Aulov was the head of the communal enterprise of the Kamian City Council “Southern Heat Networks” and the founder of “Ukrteplotek” LLC. . According to local mass media, it was during that period that the Ukrteplotek company was the monopoly contractor of works for the Southern Heat Networks. For example, only this firm could be the executor for the installation of autonomous heating in the apartments of the residents of Kamianskyi.
