The United States of America and the European Union began to develop sanctions against the Russian Federation in two months months before its full-scale invasion of Ukraine on February 24, 2022. This was stated by the head of the European Commission, Ursula von der Leyen, during her speech at the Munich Security Conference.

“The EU, together with the United States, began developing large-scale economic sanctions against Russia as early as December 2021,” she said.

In general, as von der Leyen added, work on sanctions against the Russian Federation began a year before the full-scale invasion, when the United States began to make the first predictions on this matter. According to the head of the European Commission, at that time the EU hoped that the Russian Federation would not invade Ukraine after all, but began to prepare for it.
