The Verkhovna Rada registered draft resolution No. 9068, which proposes to recall People's Deputy from the “Servant of the People” faction Maryana Bezuglu from the National Security, Defense and Intelligence Committee. They want to remove Bezugla from the committee because of the scandal with the draft law on the possibility of appointing a military minister of defense. The document appeared on the website of the parliament on February 28. The “servant of the people” Fyodor Venislavsky was the initiator.
“The adoption of this draft act is intended to ensure the effective work of the Committee of the Verkhovna Rada of Ukraine on National Security, Defense and Intelligence in the conditions of martial law, to eliminate potential threats to the national security of Ukraine,” the explanatory note states.
According to the explanatory note, on February 16, Bezugla provided the committee with false information regarding her preliminary agreement with the GUR of the Ministry of Education and Culture on the version of draft law No. 4210, prepared for the second reading. The specified draft law proposes to ensure the possibility of appointing a military officer by the Minister of Defense of Ukraine without his resignation from service during the period of martial law. However, she could not document her words. In turn, the head of the Main Directorate of Intelligence of the Ministry of Defense, Kyrylo Budanov, stated that the GUR MOU does not support draft law #4210. itself contains signs of a criminal offense provided for in part 1 of Article 351 of the Criminal Code of Ukraine,” the explanatory note says.
It also says that such actions by Bezugla, carried out to encourage deputies to adopt or not to adopt decisions on issues under consideration by the committee, pose a direct threat to the national security of Ukraine, especially in the conditions of martial law.
“Such actions of People's Deputy of Ukraine Maryana Volodymyrivna Bezugla indicate that she, as the deputy head of the Committee on National Security, Defense and Intelligence of the Verkhovna Rada of Ukraine, did not properly fulfill her duties, and her further work in the Committee on National Security, Defense and intelligence creates threats to the national security of Ukraine in the conditions of martial law,” the explanatory note states.

The draft law No. 4210 was adopted by the parliament on February 16, 2022, before the full-scale invasion of Ukraine by Russia. However, since then, the consideration of the document has been suspended. At the same time, the version of draft law No. 4210, adopted last year, did not yet have provisions on the possibility of appointing a military man as the Minister of Defense.
Over time, it became known that Oleksiy Reznikov seems to have been decided to keep the post of Minister of Defense of Ukraine.
According to ZN.UA, the real reason was that the authorities did not find a legal possibility to appoint the current head of the State Administration of Ukraine Kyryll Budanov to this position and to keep his shoulder straps. After all, a day earlier, the head of the “Servant of the People” faction David Arakhamia confirmed plans to replace Reznikov with Budanov.
