The Verkhovna Rada of Ukraine registered a draft law proposing to extend the effect of the law “On Purification of Power” to deputies who voted for the ratification of the agreement between Ukraine and the Russian Federation on the presence of the Black Sea Fleet of the Russian Federation on the territory of Ukraine, known as the Kharkiv Agreements, in April 2010.

According to the explanatory note to draft law No. 9137, “in fact, these people's elected officials committed a state crime, initially in 2010, by granting permission to extend the stay of the Black Sea Fleet of the Russian Federation in Sevastopol from 2017. with an automatic extension for 5 years … and then on January 16, 2014, giving Viktor Yanukovych carte blanche to restrict the rights and freedoms of citizens guaranteed by the Constitution, criminalize the opposition and civil society, again in favor of Russia.”

Authors of the draft law indicate that Russia is launching missile attacks on civilians and cities of Ukraine from ships and submarines of the Black Sea Fleet.

According to the draft law, the deputies who voted for the ratification of the Kharkiv agreements will not be able to hold positions in respect of which the power is being purged for ten years from the date of entry into force of the amendments to the law.

The “Kharkiv Agreements” extended the stay of the Russian Black Sea Fleet in Ukraine for another 25 years, which the Russian Federation was supposed to withdraw in 2017.

State Bureau of Investigation in the summer of 2022< strong>completed the pre-trial investigation against former President Viktor Yanukovych and Prime Minister Mykola Azarov in the case of high treason against Ukraine based on a prior conspiracy by a group of individuals regarding the implementation of the so-called “Kharkiv Agreements”. A number of ministers of Azarov's government are also involved in the case. In particular, the suspicion was reported and the search was announced for the then Ministers of Defense Mykhailo Yezhel, Justice Oleksandr Lavrynovych and Foreign Affairs of Ukraine Kostyantyn Hryshchenko. The Kharkiv agreements were signed on April 21, 2010 by the then presidents of Ukraine and Russia, Viktor Yanukovych and Dmytro Medvedev. On the Ukrainian side, the main ideologue of their conclusion was the then First Vice Prime Minister Andriy Klyuev, with the support of the Secretary of the Russian National Security and Defense Development Bureau Raisa Bogatyreva, who was inherited by Viktor Yanukovych from Viktor Yushchenko, and, of course, Prime Minister Mykola Azarov. The foreign policy direction in the administration of President Yanukovych was then overseen by Andriy Honcharuk, and the Ministry of Foreign Affairs was headed by Kostyantyn Hryshchenko.
